Amends the National Trail System Act to authorize the Secretaries of the Interior, Agriculture, and Transportation to conduct feasibility studies for the establishment of national scenic bicycle trails. Specifies the following routes to be studied: (1) United States Highway Number One from Maine to Florida; (2) United States Highway Number 30 from New Jersey to Oregon; and (3) United States Highway Number 101 from Washington State to California.
