A bill to amend the Communications Act of 1934 to establish orderly procedures for the consideration of applications for renewal of broadcast licenses.

Amends the Communications Act of 1934 to increase from three to five years the issuance and renewal periods for which broadcast station licenses shall be granted. Sets forth criteria for such renewal determinations.
