Requires the Director of the Administrative Office of United States Courts to examine methods for improving the scheduling of criminal cases in district courts.
Directs the judges of each district court to establish and make public sentencing guidelines. Requires the court to state in the record the reasons for any deviation from such guidelines.
Amends the Federal Rules of Criminal Procedure to reduce the number of peremptory jury challenges.
