Amends the Federal Civil Defense Act of 1950 to allow Federal civil defense funds to be used by State and local civil defense agencies for natural disaster and civil disturbance relief.
Authorizes the Administrator of the Federal Civil Defense Administration to make financial contributions to States to cover 100 percent of the costs of procuring, constructing, leasing, and renovating civil defense materials and facilities. Establishes a formula for allocating such contributions to the various States.
Extends the emergency authority of the President contained in such Act until September 30, 1980.
