Authorizes the Secretary of Health, Education, and Welfare to (1) make loans to certain cities and counties for the establishment and initial operating costs of low-cost, nonprofit clinics for the spaying and neutering of dogs and cats, and (2) make grants for the establishment of courses to train paraprofessionals in the anesthetising, spaying and neutering of dogs and cats.
Authorizes appropriations to carry out the purposes of this Act.
