A bill to amend title XIX of the Social Security Act to impose certain requirements relating to the discharge or transfer of medicaid patients from skilled nursing or intermediate care facilities, and for other purposes.

Amends title XIX (Medicaid) of the Social Security Act to require that States include standards for determining need for continued skilled nursing services or intermediate care services in their plan for medical assistance.

Directs the Secretary of Health, Education, and Welfare to conduct investigative and oversight activities designed to determine whether there exists any basis to support a finding that the plan no longer complies with minimum requirements for such plan.

States that an individual shall be deemed to be in need of skilled nursing facility services if such individual is determined to need care in such a facility on a daily basis.
