Authorizes the Secretary of Housing and Urban Development to undertake programs, on an experimental basis, to demonstrate the feasibility of providing neighborhood self-help development funds, in the form of credit certificates or simulated tax credit payments, directly to adult residents of selected urban neighborhoods, to permit residents to assign such resources directly to the public agency or private organization each resident chooses as worthy of support. Authorizes the Secretary to make payments to redeem neighborhood improvement credits or to simulate tax credit refunds.
Requires the Secretary to establish standards for the qualification of neighborhood self-help organizations and public agencies to redeem credits made available under this Act.
Requires the Secretary to report to Congress on the implementation of this Act.
