H.R. 2136 — A bill to amend title 38, United States Code, to treat individuals who were serving as cadets or midshipmen at one of the service academies on December 31, 1976, as veterans of the Vietnam era for purposes of entitlement to educational assistance under chapter 34 of such title.

Makes individuals who were cadets or midshipmen at one of the service academies on December 31, 1976, who: (1) graduated; (2) served on active duty more than 180 days; and (3) received other than dishonorable discharges eligible for veterans' educational benefits.

States that such individuals who enrolled in the post-Vietnam-era educational assistance program prior to enactment of this Act shall be deemed disenrolled, and any amounts contributed by any such individual and the Secretary of Defense shall be refunded.
