Directs any organization or agency within the Department of Defense to make any excess property available to the Federal Emergency Management Agency (FEMA) before making such property available to any other organization outside the Department.
Amends the Federal Civil Defense Act of 1950 to authorize the Director of the FEMA to loan any property obtained from any Federal agency to State and local governments for civil defense purposes.
