National Energy Trust Fund Act - Establishes a National Energy Trust Fund. Directs the Secretary of Energy to provide assistance to individuals and organizations in conducting research, development, and technical demonstrations designed to develop alternative energy sources.
Directs the Secretary to prescribe regulations necessary or appropriate for carrying out the purposes of this Act, including specific guidelines and criteria to encourage assistance to small business applicants and to provide assurances that assistance will be provided for as many different technologies and approaches to the development of alternative energy sources as possible.
Requires a report by the Secretary to Congress on the implementation of this Act.
