Amends the Merchant Marine Act, 1936, to permit any citizen of the United States, owning or leasing one or more fisheries facilities, to enter into an agreement with the Secretary of Commerce to establish a capital construction fund for the purpose of providing replacement, additional, or reconstructed fisheries facilities in the United States.
