A bill to require the submission, prior to publication in the Federal Register, to the appropriate committees of the Congress, of all regulations proposed to be promulgated by Federal departments and agencies.

Requires Federal departments and agencies to submit all proposed regulations to the appropriate Congressional committees 30 days prior to publication in the Federal Register, or prior to their circulation for public comment, whichever is to occur first.
