A bill to amend section 361 of the Social Security Amendments of 1977 to facilitate the conduct by the National Commission on Social Security of its studies under that section.

Amends title VII (Administration) of the Social Security Act to authorize the National Commission on Social Security to negotiate and enter into contracts to carry out such studies and prepare such reports as the Commission determines are necessary in order to carry out its duties.

Terminates the Commission on April 1, 1981.
