Requires the President, through the Secretary of State, to transmit executive agreements to Congress, unless disclosure of such agreement is prejudicial to U.S. security interests, then it shall be transmitted to the appropriate congressional committees under secrecy injunction. Stipulates that any such agreement shall come into force only upon approval of both Houses of Congress, pursuant to a concurrent resolution within 60 days. Sets forth the procedures to be followed in considering such concurrent resolution in both Houses of Congress.
