Excludes from the definition of "letter" for purposes of postal law provisions dealing with private carriage of letters, illegal carriage of letters, and certification of mail delivery from a vessel, items not generally considered to be letters, such as telegrams, newspapers, and negotiable instruments shipped between financial institutions. Permits the carriage of mail by private carrier not otherwise permitted if such mail is addressed to or sent by such carrier, or if the Postal Services determines that such private carriage is in the public interest.
