Limits the amount of outside earned income which may be received by any Member of Congress in any calendar year to 15 percent of his or her annual aggregate salary.
Prohibits any Member of Congress from accepting any honorarium in excess of $1,000 in value for an appearance or speech made or article written by such Member while serving in Congress.
