A bill to establish a procedure under which the Congress may disapprove rules or regulations adopted by the executive branch which are contrary to law or inconsistent with congressional intent or which exceed the mandate of the statutes which they are designed to implement.

Requires each executive agency or officer to submit for the review of each House of Congress any proposed rule, regulation, or change in a rule or regulation. Declares that the rule, regulation, or change shall become effective 60 days after submission unless either House adopts a resolution disapproving it.
