Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development to make annual contributions to enable public housing agencies to enter into security arrangements designed to prevent crimes and otherwise insure the safety and well-being of public housing tenants.
Authorizes appropriations not to exceed $80,000,000 for each fiscal year after fiscal year 1980 for the purpose of providing annual contributions contracts.
