Flood Control Procedure Reform Act of 1979 - Establishes a flood control survey and engineering fund in the U.S. Treasury. Authorizes the Secretary of the Army, through the Chief of Engineers, to use such fund for surveys or other planning of authorized flood control projects. Authorizes appropriations as necessary for such fund. Provides for the authorization of flood control projects by resolution of the House Committee on Public Works and Transportation and the Senate Committee on Environment and Public Works.
Amends the Flood Control Act of 1970 to permit the Secretary to enter into agreements with States for water resources projects even if such agreements are contingent upon the State legislative appropriation process.
