Federal Civil Service Personnel Management Authorization Act of 1979 - Authorizes appropriations to: (1) the Office of Personnel Management for fiscal years 1980 through 1982; and (2) the Merit Systems Protection Board, the Special Counsel of the Board, and the Federal Labor Relations Authority for fiscal years 1980 through 1984.
Requires appropriations to such bodies to be considered authorized only to the extent expressly provided by statute.
