Federal Illegal Alien Grant-in-Aid to Localities Program Act - States the purpose of this Act to be to provide Federal reimbursement to localities to help with their costs in providing humanitarian and administrative services to illegal alien populations in their jurisdictions.
Directs the Secretary of Health, Education, and Welfare to make grants to localities for such assistance. Sets forth application requirements for such grants.
