Amends the International Development and Food Assistance Act of 1978 to authorize the President to waive the prohibition against assistance to Uganda upon determining and reporting to Congress that: (1) Uganda is not violating human rights; and (2) the assistance would further U.S. foreign policy interests.
Amends the Foreign Assistance and Related Programs Appropriations Act, 1979, to authorize the President to waive the prohibition against certain assistance to Uganda upon making the above mentioned determinations and reports to Congress.
