A bill to authorize the President to waive the prohibitions on assistance to Uganda for the fiscal year 1979 if he determines that the Government of Uganda does not engage in a consistent pattern of gross violations of internationally recognized human rights and that such assistance would further for foreign policy interests of the United States.

Amends the International Development and Food Assistance Act of 1978 to authorize the President to waive the prohibition against assistance to Uganda upon determining and reporting to Congress that: (1) Uganda is not violating human rights; and (2) the assistance would further U.S. foreign policy interests.

Amends the Foreign Assistance and Related Programs Appropriations Act, 1979, to authorize the President to waive the prohibition against certain assistance to Uganda upon making the above mentioned determinations and reports to Congress.
