A bill to direct the Secretary of the Army, acting through the Chief of Engineers, to carry out a waters resources development project on, and along, a certain segment of the Des Moines River, Iowa.

Directs the Secretary of the Army, through the Chief of Engineers, to construct, operate, and maintain recreational facilities and streambank stabilization along the Des Moines River, Iowa. Empowers the Secretary to enforce any limitations on the killing of animals and birds. Establishes the Des Moines Recreational River and Greenbelt Advisory Committee to consult with the Secretary concerning such project.
