A bill to extend for an additional year the program of Federal financial assistance under title V of the Railroad Revitalization and Regulatory Reform Act of 1976, and to provide that such financial assistance may be available for rail transportation of coal to regions or States which can use coal in greater quantities to meet the resource needs of powerplants and other industrial fuel users.
