Amends the Food Stamp Act of 1977 to remove the $75 limit on the excess shelter expense deduction in the computation of household income for households which contain a member who is age 60 or older, or who receives supplemental security income benefits under title XVI of the Social Security Act. Entitles such households to a medical expense deduction to the extent that the monthly amount expended by any such household for medical or dental care exceeds $35 a month. Requires States to implement these provisions by January 1, 1980.
