A bill to provide that the Secretary of the Interior and the Attorney General shall not withhold water deliveries from any beneficiary of a Federal reclamation project for the purpose of achieving conformity with the reclamation rules and regulations proposed by the Bureau of Reclamation, Department of the Interior until January 1, 1980.

States that during the period following the enactment of this Act until December 31, 1979, neither the Secretary of the Interior nor the Attorney General shall withhold water delivery from any beneficiary of a Federal reclamation project for purposes of achieving conformity with acreage limitations or residency requirements of reclamation law.
