A bill to provide mandatory social security coverage for Members of Congress, with appropriate limitations on the amount of the benefits which any such Member may receive if he is eligible for a civil service annuity based on the same congressional service.

Amends the Internal Revenue Code and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to include Members of Congress within the coverage of the OASDI program.

Limits the amount of OASDI benefits which a Member may receive if such Member is also eligible for a civil service annuity based on the same period of congressional service.
