A bill to abolish the death penalty under all laws of the United States, and for other purposes.

Prohibits the imposition of the death sentence upon any person convicted of a criminal offense under Federal or State law or the execution of any such sentence imposed prior to the date of enactment.

Directs the Attorney General to recommend to Congress appropriate amendments to current law to substitute for any sentence of death a sentence of life imprisonment.
