Regional Utility Rate Act of 1979 - Directs the Secretary of Energy, under the Public Utility Regulatory Policies Act of 1978, in consultation with the Federal Energy Regulatory Commission, State regulatory authorities, and other appropriate State agencies, to study the need for increased cooperation among State agencies involved in retail electric ratemaking. Specifies factors to be considered in conducting such study.
Directs the Secretary to report to Congress on such study by September 1, 1980.
