Judicial Vacancy Act - Directs the Judicial Conference of the United States to determine the need for filling a vacancy in the office of a district judge, after investigation and consultation with the Judicial Council of the appropriate circuit.
Directs the Conference to submit to Congress any finding and recommendation that no need exists for filling such vacancy. Provides that such recommendation shall take effect within 60 legislative days unless within such period either House of Congress adopts a resolution of disapproval.
