Requires the Director of the Office of Science and Technology Policy to conduct and report to the President and the appropriate committees of Congress on a study of the automotive research and technology development programs of the Federal Government to determine the adequacy of the existing scope, organization, coordination, and management of such programs. Requires the Director to provide for the participation of specified Federal departments and agencies as well as representatives of the automobile industry and the public in the conduct of such study.
