Congressional Pay Act of 1979 - Amends the Legislative Reorganization Act of 1947 and the Federal Salary Act of 1967 to fix the annual rate of pay for Members of Congress at the rates payable for such positions for September 30, 1978, and to discontinue the annual adjustments in the rate of pay for Members of Congress.
Prohibits any Congressional employee from receiving pay at a rate in excess of the pay rate payable for Members of Congress.
