Amends the Federal Water Pollution Control Act to expand the time for the Administrator of the Environmental Protection Agency to comment upon permit applications received by a State for the discharge of dredged or fill material at specified sites.
Establishes time periods within which the Secretary of the Army, acting through the Chief of Engineers, must act upon permits relating to drilling for oil or gas.
Makes this Act retroactive for applications submitted, but not yet acted upon, before the date of enactment.
