Amends the Safe Drinking Water Act to direct the Administrator of the Environmental Protection Agency to make grants to certain public water systems to enable such systems to meet the requirements of the national interim primary drinking water regulations with respect to fluoride.
Sets forth the conditions for the receipt of such grants.
