A bill to amend title 5 of the United States Code to extend entitlements to survivor annuities under the United States Civil Service Retirement System to certain children placed in the permanent custody of Federal employees or their spouses, and for other purposes.

Entitles to civil service survivor benefits: (1) an unmarried child under 18 years of age who was placed in the permanent custody of a Federal employee, a Member of Congress, or the spouse of such employee or Member by a court of competent jurisdiction; and (2) a child who lived with an employee or Member and his or her spouse, for whom a petition for permanent custody was filed before the employee or Member died, and who is placed in the permanent custody of the spouse after the death of the employee or Member.

Stipulates that this Act shall apply to a child of a Member of employee who died before the effective date of this Act on application by the surviving spouse, except that no benefits shall be paid for any period before the effective date.
