Amends the Regional Rail Reorganization Act of 1973 to increase the amount by which the principal amount of specified loans to a railroad may be increased under specified circumstances.
Extends the authority of the Secretary of Transportation to waive specified findings under the Emergency Rail Services Act of 1979 through December 31, 1980.
