States that except for mail transmitted under the Federal Voting Assistance Act of 1955 or the Overseas Citizens Voting Rights Act of 1975: (1) any individual casting an absentee ballot in any election may return such ballot postage-free to the agency responsible for such election; and (2) any voter or election information, absentee ballot, or voter registration application sent by such an agency and any registration application returned by an individual shall qualify for reduced postage rates provided for bulk mailings of a qualified nonprofit corporation.
