A bill to amend the Federal Election Campaign Act of 1971 to limit the amount of contributions to political committees advocating the election of unannounced candidates for Federal office.

Amends the Federal Election Campaign Act of 1971 to prohibit: (1) any person from contributing over $1,000 to a political committee advocating the election to a Federal office of an individual who is not a candidate for such office; or (2) any multicandidate political committee from contributing over $5,000 to such a committee.
