A bill to provide that adjustments in the rates of pay for Members of Congress shall take effect at the beginning of the Congress following the Congress in which they are approved, and for other purposes.

Amends the Legislative Reorganization Act of 1946 and the Federal Salary Act of 1967 to direct that any adjustments in the rate of pay for Members of Congress shall take effect at the beginning of the Congress following the Congress in which they are approved.

Prohibits either the House of Representatives or the Senate from considering any legislation which directly or indirectly prevents the payment of increases in pay rates resulting from a pay adjustment deferred under the amendments made by this Act.
