Modifies the Lexington Harbor, Michigan, project to direct the Secretary of the Army, through the Chief of Engineers, to take measures to prevent further project-related erosion. Stipulates that this project shall be carried out on an emergency basis, and exempts such project from requirements which would otherwise be applicable.
