Amends the Comprehensive Employment and Training Act to prohibit a prime sponsor from paying more than the average entry level wage for all employment positions (with specified exceptions) with such prime sponsor to public service jobholders as average federally supported wages.
Requires a prime sponsor to submit to the Secretary of Labor the methods and, upon request, the data used in the computation of such average entry level wage.
