Government Waste and Fraud Informers Act of 1979 - Authorizes Federal agency heads to pay any individual, who is not a Federal employee of the agency on the date the reported waste or fraud occurred, reporting waste or fraud in a Federal agency ten percent of the amount saved because of such report.
