Amends the Black Bass Act to make unlawful the catching or transporting of any steelhead trout for other than subsistance or sporting purposes.
Directs the Secretary of the Interior to pay an annual income replacement amount to any Indian tribe that relied on commercial fishing for steelhead trout for income.
