Changes the dates of the legal public holidays of Washington's Birthday, Memorial Day, Columbus Day, and Veterans Day so that such holidays occur on Sundays.
Declares that, with specified exceptions, any legal public holiday occurring on a Sunday shall not be considered to be such a holiday for purposes of statutes relating to pay and leave of Federal employees.
