Amends the Export Administration Act of 1979 to prohibit export controls on agricultural commodities with respect to a particular country, unless similar export controls are imposed on all goods or technology exported to such country.
Requires the President, when imposing export controls, to consider the effects on U.S. industries, including the economic effects on the farming community in the case of agricultural commodities.
