Motor Vehicle Import Control Act of 1980 - Limits the total quantity of automobiles and trucks that may be imported into the United States to ten percent of the domestic consumption of each over a five-year period. Sets forth the procedure to be followed by the Secretary of Commerce in making quota determinations. Requires the allocation of the permissible quantity of automobile and truck imports among supplying countries based on such countries' share of the U.S. market.
