National Forest Roadless Area Act of 1980 - Designates specified lands located in the following National Forest system lands as new wildernesses or as wilderness additions and as components of the National Wilderness Preservation System: (1) Talladega National Forest and William B. Bankhead National Forest, both in the State of Alabama; (2) Apache National Forest, Sitgreaves National Forest, Coconino National Forest, Coronado National Forest, Kaibab National Forest, and Prescott National Forest, all in the State of Arizona; (3) Quachita National Forest, Ozark National Forest, and St. Francis National Forest, all in the State of Arkansas; (4) Angeles National Forest, Cleveland National Forest, Inyo National Forest, Klamath National Forest, Rogue River National Forest, Six Rivers National Forest, Shasta National Forest, Trinity National Forest, Siskiyou National Forest, Lassen National Forest, Los Padres National Forest, Mendocino National Forest, San Bernardino National Forest, Stanislaus National Forest, Toiyabe National Forest, Eldorado National Forest, Sequoia National Forest, Sierra National Forest, and Modoc National Forest, all in the State of California; (5) Gunnison National Forest, White River National Forest, Grand Mesa National Forest, Uncompahgre National Forest, Rio Grande National Forest, San Isabel National Forest, Arapaho National Forest, Roosevelt National Forest, Pawnee National Grassland, Pike National Forest, Routt National Forest, and San Juan National Forest, all in the State of Colorado; (6) Ocala National Forest, Apalachicola National Forest, and Osceola National Forest, all in the State of Florida; (7) Chattahoochee National Forest in the State of Georgia; (8) Payette National Forest, Boise National Forest, Bitterroot National Forest, Challis National Forest, Salmon National Forest, Nez Perce National Forest, Kaniksu National Forest, St. Joe National Forest, Clearwater National Forest, Kootenai National Forest, Caribou National Forest, Sawtooth National Forest, and Targhee National Forest, all in the State of Idaho; (9) Shawnee National Forest in the State of Illinois; (10) Hoosier National Forest in the State of Indiana; (11) Daniel Boone National Forest in the State of Kentucky (12) Kisatchie National Forest in the State of Louisiana; (13) Manistee National Forest, Ottawa National Forest, and Hiawatha National Forest, all in the State of Michigan; (14) Desoto National Forest in the State of Mississippi; (15) Mark Twain National Forest in the State of Missouri; (16) Beaverhead National Forest, Kaniksu National Forest, Kootenai National Forest, Custer National Forest, Gallatin National Forest, Lolo National Forest, Bitterroot National Forest, Deerlodge National Forest, Helena National Forest, and Lewis and Clark National Forest all in the State of Montana; (17) Nebraska National Forest in the State of Nebraska; (18) Inyo National Forest, Toiyabe National Forest, and Humboldt National Forest, all in the State of Nevada; (19) White Mountain National Forest in the State of New Hampshire; (20) Lincoln National Forest, Sante Fe National Forest, Carson National Forest, Kiowa National Grassland, Cibola National Forest, and Gila National Forest, all in the State of New Mexico; (21) Nantahala National Forest, Pisgah National Forest, Croatan National Forest, and Uwharrie National Forest, all in the State of North Carolina; (22) Little Missouri National Grassland in the State of North Dakota; (23) Ouachita National Forest in the State of Oklahoma; (24) Mount Hood National Forest, Willamette National Forest, Ochoco National Forest, Rogue River National Forest, Winema National Forest, Umpqua National Forest, Siskiyou National Forest, Siuslaw National Forest, Deschutes National Forest, Fremont National Forest, Malheur National Forest, and Wallowa-Whitman National Forest, all in the State of Oregon; (25) Allegheny National Forest in the State of Pennsylvania; (26) Francis Marion National Forest and Sumter National Forest, both in the State of South Carolina; (27) Black Hills National Forest in the State of South Dakota; (28) Cherokee National Forest in the State of Tennessee; (29) Sam Houston National Forest, Davy Crockett National Forest, and Angelina National Forest, all in the State of Texas; (30) Ashley National Forest, Wasatch National Forest, Dixie National Forest, Fishlake National Forest, and Manti-LaSal National Forest, all in the State of Utah; (31) George Washington National Forest and Jefferson National Forest, both in State of Virginia; (32) Gifford Pinchot National Forest, Wenatchee National Forest, Kaniksu National Forest, Colville National Forest, Olympic National Forest, Mount Baker National Forest, Snoqualmie National Forest, and Okanogan National Forest, all in the State of Washington; (33) Monongahela National Forest in the State of West Virginia; (34) Chequamegon National Forest and Nicolet National Forest, both in the State of Wisconsin; (35) Bighorn National Forest, Teton National Forest, Medicine Bow National Forest, Shoshone National Forest, Targhee National Forest and Bridger National Forest, all in the State of Wyoming; and (36) Caribbean National Forest in the Commonwealth of Puerto Rico.
Specifies that each wilderness and wilderness addition designated by this Act shall be administered by the Secretary of Agriculture in accordance with the provisions of the Wilderness Act.
States that lands within the National Forest System considered for wilderness designation under the roadless area review and evaluation conducted by the Department of Agriculture, but not designated as wilderness by this Act or identified for further planning during the 96th Congress shall continue to be managed for uses other than wilderness.
Specifies that lands within the National Forest System whose designation as primitive area is recommended in the 96th Congress for termination and management for uses other than wilderness shall be managed after the date of enactment of this Act for uses other than wilderness.
Specifies that lands within the National Forest System which have been identified in the 96th Congress for further planning, but which have not been included in the National Wilderness Preservation System prior to January 1, 1985, shall be managed beginning on such date for uses other than wilderness.
