Amends current law authorizing any seaman who suffers personal injury in the course of employment to maintain an action for damages at law to stipulate that such an action may not be maintained if: (1) such person was not a citizen or permanent resident alien of the United States at the time of the incident; and (2) the incident occurred in connection with the operation of any special purpose vessel used for offshore exploration, in any area other than within the United States or the territorial waters or Outer Continental Shelf of the United States.
Permits such an action under certain circumstances available under the laws of any country asserting territorial jurisdiction or in which the person injured maintains citizenship.
