Amends the venue provisions of Federal law to provide that a civil action in which a defendant is the United States, a United States agency, or an officer or employee thereof acting in an official capacity may be brought in any judicial district in which the plaintiff or defendant has its principal place of business, and must be brought in a judicial district in which a substantial portion of the impact or injury exists.
Requires an appeal from a final order of the Federal Communications Commission, the Federal Maritime Commission, the Interstate Commerce Commission, the Atomic Energy Commission, the Secretary of Agriculture, or the Maritime Administration to be brought in a judicial circuit in which a substantial portion of the impact or injury exists.
