Provides that U.S. citizens residing abroad shall be represented by a Delegate to the House of Representatives for United States Citizens Abroad, who shall be elected by such citizens under provisions of this Act. Grants such delegate all privileges of other Members of the House, except the right to vote.
Sets forth the qualifications for an individual to hold the office of the Delegate. Declares that citizens residing abroad who participate in the election of the Delegate shall relinquish such rights with respect to electing a Member of the Senate, House of Representatives, and other specified delegates.
Requires the President to appoint a three-member commission to determine the procedures and regulations for election of such Delegate.
